            is planned for an 11-acre parcel of town-owned land on Hilton Head Island, bringing 157 townhouse-style units to an area already anchored by the Island Rec Center, the Boys &amp;amp; Girls Club and local schools.

      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    
          The Town of Hilton Head has entered a public-private partnership with One Street Residential LLC and
          &#xD;
    &lt;a href="https://hiltonheadislandsc.gov/news/news.cfm?NewsID=3329" target="_blank"&gt;&#xD;
      
           approved a 65-year lease for the site
          &#xD;
    &lt;/a&gt;&#xD;
    
          . The development will offer one-, two- and three-bedroom units and is being pitched as a way to keep more workers living on-island by concentrating the island workforce in one community.
         &#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    
          Heather Woolwine, communications director for the town, said the reality is that “cost of living hasn’t necessarily kept pace with wage increases and affordability of housing is getting really complicated.”
         &#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    
          She emphasized the project’s focus on the “missing middle” — households that don’t qualify for low-income programs but still can’t keep up with rising housing costs.

&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    
          All 157 units are planned as workforce housing rather than just a percentage of the development.

          Estimated rents are expected to range between about $1,600 and $3,600, targeting households earning between 60% and 150% of area median income.

          For the first three years after opening, leasing will be restricted to people who work on the island.

            After years of planning, Hilton Head’s first dedicated workforce housing project is finally shovel-ready. Site work began Thursday for the new 157-unit Northpoint housing community, according to a town press release. The project is a partnership between the Town of Hilton Head Island and OneStreet Residential, LLC, with the town providing $1 million and a 65-year ground lease for the project.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            The community is set to be the first on Hilton Head that will require 100% of its residents to be employed on the island. Officials hope the project will help fill a gap in housing for workers on Hilton Head who don’t qualify for affordable housing but still can’t afford to live there. “Recent housing costs have challenged essential workers on the island from being able to enjoy shorter commutes and a better quality of life,” OneStreet Managing Partner Brendan Bar said in the press release. “Northpoint will open the doors to that opportunity for more than 150 households.” The units will be a mix of one, two and three-bedrooms, and will be built on an 11-acre tract of town-owned property next to the United States Post Office on the north end. Units are expected to cost renters between $1,600 and $3,600 per month, depending on household income and number of bedrooms, according to the press release. Although the units will be income-restricted, only half will be reserved for residents making below 80% of the median income for households of the same size in Beaufort County.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

           A number of other workforce housing projects are underway on Hilton Head. Novant Health has proposed a workforce housing initiative near Hilton Head Medical Center, while the town is currently seeking a partner for its second workforce housing project proposed at 30 Bryant Road. A groundbreaking ceremony is scheduled for Feb. 12. The first apartments are expected to be available by early 2027, according to a town website.

            The Town of Hilton Head Island and OneStreet Residential signed a Workforce Housing Development Agreement for an 11-acre tract of Town-owned land at Northpoint Circle. This marks a critical step toward creating a sustainable workforce housing neighborhood on Hilton Head Island.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           On Tuesday, June 18, the Hilton Head Island Town Council voted to approve OneStreet Residential as the Town’s development partner. The decision was made following a comprehensive analysis and legal review by the Town Manager, Town staff, and the Town’s Northpoint Public-Private Partnership Housing Advisory Committee. The Northpoint Advisory Committee, comprised of Town Council members and community leaders, endorsed OneStreet Residential as the most suitable development partner after an extensive review of development plans, financing options, programming and property management.
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;strong&gt;&#xD;
      
            
          &#xD;
    &lt;/strong&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Upon completion, Northpoint is slated to offer 150 to 170 units, comprised of one, two, and three-bedroom apartments with rental rates attainable for households with incomes ranging from 60 to 150 percent of the Area Median Income (AMI). Based on Beaufort County’s 2024 AMI, a family of three could earn between $57,480 and $143,700 to qualify to live at Northpoint.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           The Northpoint neighborhood will consist entirely of workforce housing, targeting Hilton Head Island’s workers. Residents must be employed on Hilton Head Island to live at Northpoint. At least 50 percent of the units will cater to households earning between 60 and 80 percent of the AMI, including teachers, law enforcement, hospitality workers, and healthcare providers. This eligibility criteria ensures accessibility for a wide range of essential workers on the Island.

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

The Northpoint property was originally developed as a commercial subdivision before being acquired by the South Carolina Department of Transportation (SCDOT) in the 1990s to support the construction of the Cross Island Parkway. The Town acquired the property from SCDOT in 1999 with Real Estate Transfer Fee funds for about $1.4 million, which included the Town designing and replacing a culvert under U.S. 278 as partial credit against the purchase of the land. Although no commercial buildings were constructed at Northpoint, the existing road and supporting infrastructure makes the site ideal for redevelopment. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           The Northpoint project reflects a public-private partnership in which the Town provides a 65-year ground lease, $1 million to support eligible project costs with contributions secured from the American Rescue Plan Fund, affordability covenants to maintain a workforce neighborhood in perpetuity, zoning entitlements, long-term programming support and project vision.

           – OneStreet Residential and the Lawrenceville Housing Authority had a groundbreaking ceremony on Friday, June 10th, 2022, to kick off construction of HearthSide Lawrenceville, the 10th community in OneStreet’s HearthSide portfolio and the first 100% affordable HearthSide community.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;

           In 2019, the Lawrenceville Housing Authority selected OneStreet Residential to be their master developer partner with a desire to quadruple the number of affordable homes in their portfolio from the current count of 212 to more than 700. HearthSide Lawrenceville is the first community to come out of this partnership and will comprise 140 income-averaging apartments set aside for residents aged 55 or older. It was financed with 4% Low-Income Housing Tax Credits (LIHTC) and HOME loans from the Georgia Department of Community Affairs (DCA) and Gwinnett County. The community will have 115 1- and 2-bedroom apartments in a traditional 4-story stacked flat building and 25 detached and attached cottages on the 5-acre site.
