New Jarvis Creek development aims to bring workforce housing to Hilton Head

HILTON HEAD ISLAND, S.C. —  A new workforce housing community called North Point on Jarvis Creek is planned for an 11-acre parcel of town-owned land on Hilton Head Island, bringing 157 townhouse-style units to an area already anchored by the Island Rec Center, the Boys & Girls Club and local schools.

The Town of Hilton Head has entered a public-private partnership with One Street Residential LLC and approved a 65-year lease for the site. The development will offer one-, two- and three-bedroom units and is being pitched as a way to keep more workers living on-island by concentrating the island workforce in one community.

Heather Woolwine, communications director for the town, said the reality is that “cost of living hasn’t necessarily kept pace with wage increases and affordability of housing is getting really complicated.”

She emphasized the project’s focus on the “missing middle” — households that don’t qualify for low-income programs but still can’t keep up with rising housing costs.

All 157 units are planned as workforce housing rather than just a percentage of the development.

Estimated rents are expected to range between about $1,600 and $3,600, targeting households earning between 60% and 150% of area median income.

Based on Beaufort County’s 2025 AMI, a family of three could qualify with earnings roughly between $59,520 and $148,800.

For the first three years after opening, leasing will be restricted to people who work on the island.

Town officials say the goal is to maintain and grow the local workforce by creating attainable housing options close to community amenities.

Groundbreaking is scheduled for February 12.
